Well I have no idea about Pell City laws, but an idea is to simply transfer a ar-15 that conforms to that description to your local FFL dealer. I mean companies sell ar-15's to california, I am sure they can accomadate many of your states requirements. An example, you select the modifications before they send it off to transfer.
