Honestly, in the past N Korea has broken the agreement before. North Korea is known for 'sabre rattling' essentially you make threats to scare someone. But almost always North Korea is just talk, and no real action. They are trying to get attention for themselves. This is a test of the new president and how he will react. They are aware we are still busy with Iraq, and we just sent 20+ thousand troops to Afghanistan to fight the Taliban. We don't want to be stretched too thin. It would be unpopular to wage another war. The Iraq war made our last president very unpopular. Think about it, we can't stretch ourselves too thin. Fighting North Korea on the ground would be mass casualties on both sides. A bloody massacre for all.
