For the most part, it is always pretty crowded. However, the least transited time go is from February to Mid-March and the two to three weeks after holy week. Tourism from Mexican nationals is down during this time. As far as a resort goes, I highly advise against an all inclusive option. It is a waste of money because there is so much to do and see that 9 times out of ten you will end up skipping lunch. I recommend getting a meal plan that includes only a buffet breakfast. A big meal first thing in the morning holds you over and give you a chance to explore the city and the great mom and pop spots that serve some good food at a reasonable price (you will end up spending less than your all inclusive plan). My favorite hotel is the Gran Melia. They also have an all-inclusive option. Great beach, views and activities.
