    Actually, you're completely wrong about who's ripping you off. FEMA runs the national flood insurance plan, and Hartford, through their "takeout" plan, must use the FEMA maps and rates. Since you're in a flood zone A, you're required to have flood insurance. This, I think, you are not disputing.
